As discussed,  designers looked at this and agreed to it:

"Hi Andrew,

Thank you for coming back to me.
To confirm, we would like to go ahead with the attached.
This consists of
- Home page elements in the attached. (3 hours)
- Header re-design (3 hours)
- Sticky Header (unknown)
= £540

I only have a budget of £350. Is there anything you can do?

Many thanks!!"

They told me they can do what you requested for £350 because you are a long term customer even if it may go a little over time, assuming it doesn't include the mega menu (which is an additional 3 hours work).

The designers also said "sure, we can send the code for the home page areas separately (I am talking about css and html code), and also show them where it is in out Theme builder." Hope that fits with your expectations.

Please let us know when we are ok to charge the card on the account and start working on this.
